Congress is in “shutdown mode,” but just what were they doing when they were supposedly paying attention? Or do they ever?Â Sen. John McCain says: “The problem is that most members of Congress don’t pay attention to what’s going on.” Â And you cannot find a better example of the way members of Congress bumble than in the new huge rate increases in flood insurance.
