WHO RUNS THE STATE WHEN THE GOVERNOR IS AWAY?

So when the Governor leaves the country in Louisiana, who is there to run the show? Is it  the Lt.Governor? Some other state official? No one? There seems to be some question, at least in some observers minds.  When in doubt, we should look to the Louisiana constitution. And I know something about this document, having been a delegate what is written back in 1973. I answer this question in my new column now posted.
